Ignition light remained on after starting and ammeter showed discharge. I checked the battery and found there to be a dead cell and I replaced the battery but continued to have the same problem as described with the generator.
 
I then took off generator and I saw a loose wire inside from one of the brushes. In removed the end of the generator and resoldered wire onto the brush.  Noticed that brushes were well worn and commutator had 2 damaged slats.  Reassembled and refitted,  polarized the field terminal.  Still same problem.

I then contacted Cantab and they sent me a new generator (free as long as I returned old one).  I fitted this generator and polarized field terminal.  Still same results as above, i.e. Ignition light remained on and ammeter showed discharge. The ignition light stays on and ammeter shows zero charge at 3000rpm. Checked regulator by detaching  terminals A & A1 then connecting them and putting voltmeter across terminals D & E.  This produced a measly 3 volts charge at 3000rpm, tried adjusting regulator screw but no change in voltage.

Am I missing something?

I would suggest you check generator output directly from generator,  then same from wiring unplugged from voltage regulator, and if both  show 12-14+ volts, consider replacing voltage regulator. If there is
a variation between output at generator and output down the wires at voltage regulator, you have a wiring problem. If you have  insufficient juice at the generator, replace/rebuild generator and then carry out other checks if problem remains.

As well, If the ammeter has  been toasted, it won't pass a charge through to the battery, even
though the generator and regulator are ok. It may still work, but not allow charging.

Laslty, have you checked ground connections at engine/chassis and battery/chassis?

Sounds like a bad regulator to me.  When doing the voltmeter test, try connecting F (Field) and D (Dynamo)together and read between D & E.  Should read nearly 20 volts at 2,000 RPM.
